オクサパンパの再森林化：ペルーの課題と優先事項

オクサパンパは、ペルー高地ジャングル地帯のパスコ県にある郡である。ここには、国際連合教育科学文化機関（ユネスコ）が２０１０年に認証したオクサパンパ・アシャニンカ・ヤネシャ生物圏保護地区がある。

ここには、ヤナチャガ・チェミレン国立公園（面積１２万２０００ヘクタールで、ワンカバンバ、オクサパンパ、ビジャ・リカ、ポスソ郡に広がる）やサンマルティナス・サンカルロス保全森林（面積１４万５８１８ヘクタールで、パルカズ、プエルト・ベルミュデス、ビジャ・リカ地区に広がる）といった自然保護区域がある。

数十年にわたって同地帯では森林が破壊されてきた。自然保護に取り組むペルーの非政府組織「プロナチュラレザ」は、ヤナチャガ・チェミレン国立公園で森林が違法に伐採されていたことを問題視している。タイムやスギ、イチジクなどの木から１０万枚の厚板が取られたとされる。…

BERLIN | ROMA (IDN) – El Consejo de Seguridad de la ONU se enfrenta a una situación crítica y sin precedentes: se ha advertido que “los conflictos prolongados que afectan a 17 países” han conducido a más de 56 millones de personas a niveles de “crisis” o “emergencia” de inseguridad alimentaria, y están obstaculizando los esfuerzos mundiales para erradicar la desnutrición.

国連内部監査、ジェンダーの不均衡など体質改善を勧告

国連政治局は、世界中の武力紛争を予防し解決する国連の取組みにおいて中心的な役割を果たしている。しかし、安全保障理事会が次期国連事務総長の１２人の候補に関する非公開の「調査投票」の第１ラウンドを７月２１日に開始するなか、政治局は安保理の視野には入ってこないようだ。

５つの常任理事国（米国・ロシア・中国・英国・フランス）によって受け入れられ、後に国連総会によって選出される候補者は、今年１２月３１日に２期目の任期（１期５年）を終える潘基文氏の後継者となるが、いずれにせよ、国連政治局（DPA）に対する評価に注意を払わねばならない。

GYEONGJU, Südkorea (IDN) – Fünf Monate nachdem die internationale Gemeinschaft anfing, nachhaltige Entwicklungs-Ziele (Sustainable Development Goals – SDGs) umzusetzen, welche von Staats- u. Regierungschefs im September 2015 beschlossen wurden, haben Vertreter von Nicht-Regierungsorganisationen (NGOs) und Universitäten einen Aktionsplan für eine globale Bildungsoffensive fertiggestellt und verabschiedet.

Der Handlungsplan, der die Bedeutung der nachhaltigen Entwicklung bekräftigt – Ziel 4: integrative und gerechte Qualität von Bildung und die Förderung lebenslanger Chancen für alle – ist im Gyeongju-Aktionsplan niedergelegt.…

UN Turns to World’s Youth for Achieving 2030 Agenda

NEW YORK (IDN) – As UN Secretary-General Ban Ki-moon’s second term comes to an end on December 31, 2016, he has intensified efforts to focus on the concerns and aspirations of world’s youth, urging them to lead a global drive to break the patterns of the past and set the world on course to a more sustainable future.

“Young people are directly affected by the tragic contradictions that prevail today: between abject poverty and ostentatious wealth, gnawing hunger and shameful food waste, rich natural resources and polluting industries,” Ban said in his message on International Youth Day, celebrated annually on August 12.
